The abortion industry claims that its clinics are safe. Building and health inspection data says otherwise.

Located in the heart of Philadelphia’s Chinatown, a minority-dominated neighborhood, lies the Philadelphia Women’s Center, an abortion mill that does over 5000 abortions every year. By abortion numbers, it is the largest in the Commonwealth of Pennsylvania and one of the largest in the United States. They also do the Commonwealth’s most late-term abortions, with over 850 second-trimester children aborted per year. These children are fully pain capable as they are vacuumed out of the womb or dismembered limb by limb.

With the infamous Gosnell case happening in the same city only 14 years ago, one would think that the Philadelphia Women’s Center would be passing the building and health inspections that Pennsylvania lawmakers put into place in response to Gosnell’s horrors.

That’s not the case.

On February 25, 2025, the Philadelphia Women’s Center, PA’s largest abortion facility, failed a building safety inspection for the ninth year in a row. The string of year-by-year failures goes back to 2017. 

Year-by-year failures include:

2025: Failure to maintain: smoke detectors, sprinkler system.

2024: Failure to maintain: fire alarm system, sprinkler system. Failure to test: electrical receptacles at patient bed locations where deep sedation or general anesthesia is administered.

2023: Exit stairwell found to be obstructed. Failure to maintain: emergency lighting, fire alarm system in elevators, sprinkler system. 

2022: Failure to maintain: emergency lighting, fire alarm system in elevators, sprinkler system.

2021: Exit stairwell found to be obstructed. Failure to maintain: fire alarm system in elevators, sprinkler system.

2020: Failure to inspect fire alarms. Failure to ensure that their fire extinguisher inspector was certified. Failure to test electrical receptacles. 

2019: Failure to ensure fire doors were inspected. Failure to maintain: Oxygen storage locations, portable fire extinguishers, fire alarm system, sprinkler system.

2018: Failure to maintain sprinkler system.

2017: Exit stairwell found to be obstructed. Failure to maintain: continuous illumination in exit stairway. Failure to inspect emergency lighting, exit signs, sprinkler system.

In total, the Philadelphia Women’s Center has failed 19 building inspections since 2013. Within those inspections, they were cited for 50 total building safety infractions.

Dating back to 2012, the Philadelphia Women’s Center has also failed a total of 15 health inspections. Within those inspections, they were cited for 57 total health infractions.

Health inspection failures include:

2025: Failure to assure definite and valid infection control. Failure to upkeep freezers used to store medication and fetal remains.

2023: Failure to properly evaluate and discharge post-abortive patients. Failure to properly document second trimester abortion. 

2022: Failure to maintain a safe and sanitary environment for patients.

2021: Failure to verify the licenses of nurses employed at the clinic.

2020: Failure to obtain parental consent for multiple minors receiving abortions.

2018: Failure to report multiple botched abortion, resulting in women being rushed to the hospital.

2017: Failure to properly discharge several post-abortive patients. Failure to ensure the safe storage of sharps.

A deeper look into the staff performing the 5000 abortions per year at the Philadelphia Women’s Center also reveals alarming details.

Abortionists who work/have worked at the facility include:

Lisa P., known for botching a 2nd trimester abortion in Ohio that resulted in the death of both mother and child.

Richard L., who was sued for allegedly causing the death of a woman after he administered iodine to her for a surgical abortion despite being aware that she was allergic.

Taida W., who was sued for allegedly botching an abortion, sending the mother to the ER for a blood transfusion and emergency hysterectomy. 

Eric S., who was ordered to pay $5000 for falsifying medical records in New York.

“Pennsylvania’s largest abortion facility failing inspections for nine years in a row is only the tip of the iceberg,” states Thomas Shaheen, Vice President for Policy at PA Family Institute. “It’s time for the abortion industry to face some accountability. The health and safety of women and children depend on it.”

Despite this, the industry has faced zero fines or penalties from state agencies. Instead, Governor Josh Shapiro regularly props them up, such as repeating lies that Planned Parenthood provides prenatal care and funneling funds originally appropriated for abortion alternatives to organizations that financially supplement abortion facilities.
