Young people today are bombarded with messages about what to believe, how to think, and which values to embrace. In a culture that constantly challenges objective biblical truth, it’s more important than ever for the next generation to be equipped with the knowledge, confidence, and leadership skills to defend objective reality and stand firm in Scriptural principles. But where can students find a place to grow in their convictions, sharpen their critical thinking, and learn how to engage with today’s most pressing issues—all while forming lifelong friendships and having an unforgettable experience?

City on the Hill is that place.

For 25 years, City on the Hill has been training and raising up the next generation of leaders. This unique, one-week program is designed to challenge high school students with worldview principles, hands-on leadership training, and deep, meaningful discussions on faith and culture. Through dynamic speakers, engaging debates, and real-world experiences in the Pennsylvania Capitol, students leave not just inspired but transformed.

Do Not Be Conformed

In today’s culture, it’s easy to go along with the crowd—blending in requires no effort, avoids conflict, and often wins the approval of others. But simply following the world’s patterns leads to compromise, not character. True transformation, the kind that shapes lives and influences others for good, demands courage and conviction.

This is exactly what Scripture calls us to: “Do not be conformed to this world, but be transformed by the renewal of your mind, that by testing you may discern what is the will of God, what is good and acceptable and perfect.” (Romans 12:2) Rather than passively accepting the culture’s ever-changing values, we are called to renew our minds, seek God’s truth, and stand firm in what is right.

A Transformational Opportunity for Your High Schooler

At City on the Hill, transformation isn’t just for those interested in politics—it’s for any young person who wants to lead with integrity, stand for truth, and make a meaningful impact in their community. Whether their path leads to government, business, education, the arts, ministry, or another field, this program equips them with the confidence and conviction to honor God in whatever role He calls them to. Leadership isn’t about holding a title; it’s about using one’s gifts and values to influence the world for Christ.

We are excited to announce that registration is now open for the 25th anniversary of City on the Hill! Hosted by the Pennsylvania Family Institute, this annual youth leadership conference provides an immersive, life-changing experience designed to equip young people to boldly live out their faith in an era where biblical values are often challenged. If you’re a parent or grandparent looking to prepare your teen to think critically, engage confidently, and stand strong in their faith, City on the Hill is an opportunity you won’t want them to miss.

What Happens at City on the Hill?

During this week-long leadership experience, students will:

  • Learn from nationally recognized speakers on key issues like religious freedom, the sanctity of life, and biblical truth in today’s culture.
  • Experience the legislative process firsthand, debating real Pennsylvania bills while sitting in the very seats of our state legislators at the Pennsylvania Capitol.
  • Live on a college campus for the week, gaining a taste of independence while being surrounded by a supportive Christian environment.
  • Participate in engaging activities, including a talent show, worship night, and a trip to Refreshing Mountain Retreat for outdoor fun and fellowship.
  • Form lifelong friendships with other Christian students who share their values and are facing similar challenges in their schools and communities.

This is more than just a conference—it’s an experience that equips young people with the tools they need to live out their Biblical worldview with confidence and conviction. It’s a welcoming environment that will challenge students and help them grow no matter where God takes them in life.

What do past students say?

For many students, City on the Hill is not just a one-time event but a pivotal moment in their discipleship and formation journey. One alumnus shares:

“Attending City on the Hill twice as a student was one of the most transformative experiences of my life. The transition from being homeschooled to entering a college environment where biblical values were often dismissed was challenging, but City on the Hill helped prepare me. Whether it was professors asking me to complete assignments that went against my convictions or fellow students questioning my faith, City on the Hill gave me the strength to stand firm in the midst of opposition.”

“It’s a life-changing experience. What I learned here, the friends I’ve made…God truly worked in my life this week. I always look forward to COTH and would recommend it to anyone. You don’t necessarily have to be interested in politics. You gain so much more than that.”

“It was absolutely amazing and totally different than I had ever expected. I came to COTH being pretty nervous and not sure of what to expect, but it was one of the most incredible experiences of my life; not only did I learn how to better stand up for what I believe, but I also made life-long friendships and grew a lot closer to God as well.”

The impact isn’t limited to those pursuing politics. Many former students have gone on to careers in medicine, technology, ministry, business, and more. Leadership is not confined to a single profession—it’s a calling to influence the world for Christ, wherever He places you.

How to Introduce City on the Hill to Your Teen

If you’re a parent or grandparent, you may be wondering how to get your teen excited about attending. While you understand the value of biblical leadership and worldview training, they might need additional perspective.

  • Meet and connect with other students who share their values and worldview—a rare and refreshing experience in today’s culture.
  • Debate and discuss real-world issues in a way that challenges them to think deeply and articulate their beliefs.
  • Experience life as a legislator for a week, sitting in the Capitol and engaging in mock debates on real legislation.
  • Have fun with exciting activities, including worship nights, a trip to Refreshing Mountain, a talent show, and other games.

By emphasizing the friendships, hands-on experiences, and fun, you can help your teen see City on the Hill not as just another academic event, but as a unique and unforgettable experience that will equip them for the future.
