Equipping the Next Generation: City on the Hill Leadership Program

This summer, Pennsylvania’s youth have the unique opportunity to engage in a transformative experience that shapes future leaders and equips them with the tools to navigate the public square with an objective, biblical worldview. 

The PA Family Institute’s City on the Hill Youth Leadership & Worldview Training Program was highlighted on the Lighthouse TV network’s Morning Light show, hosted by Jeff Coleman and Debra Pinkerton, known for their quality Christian programming. During the interview, Caleb Steindel, PA Family Institute’s Communications Coordinator and a two-time alumnus of the program, shared how City on the Hill inspires, challenges, and equips high school students to become leaders who live out their faith objectively, with courage and conviction.

What is City on the Hill?

Hosted annually by the Pennsylvania Family Institute, City on the Hill offers high school students a dynamic, immersive experience focused on helping students develop an objective Biblical worldview, and develop leadership skills. Through hands-on activities, thought-provoking discussions, and powerful worship sessions, participants explore what it means to live with a biblical worldview in today’s culture. Caleb shared his personal journey, describing City on the Hill as “life-changing” and a critical foundation for navigating cultural challenges.

Key Program Highlights

  1. Mock Lawmaking Process: Students step into the shoes of state legislators, becoming mock senators. They debate real bills that have been presented in the Pennsylvania Capitol—some of which are now laws. This simulation not only deepens their understanding of the legislative process but also encourages them to consider opposing viewpoints, fostering critical thinking and empathy.
  2. Capitol Visits and Leadership Training: Participants visit the Pennsylvania State Capitol and sit in the chairs of elected officials for final debates. They also engage with prominent speakers, gaining insights into public policy and leadership.
  3. Biblical Worldview Formation: Central to the program is teaching students the importance of a biblical worldview, helping them see Christianity as an objective truth that informs every area of life.
  4. Community and Encouragement: Caleb emphasized the sense of community that students experience during the week. Surrounded by like-minded peers, participants are encouraged and equipped to stand firm in their faith, even in isolating environments.
  5. Fun and Fellowship: The program includes adventure activities, worship nights, and opportunities to build lifelong friendships, making it both impactful and enjoyable.

As Caleb shared, “The next generation of leaders is here, whether we like it or not.” City on the Hill equips students not only for potential political careers but for leadership in any profession—medicine, education, business, and beyond. The skills and encouragement gained from the program empower them to live out their faith confidently and engage with the world in truth and love.
